○Project Overview
The social problems existing globally today arise precisely because we live in a monetary society. The method to resolve all these issues lies in creating a society where money doesn't exist. This 4-kilometer diameter Prout Village contains the solutions to these problems.
In the Prout Village project, we conduct activities to construct and promote a sustainable society. A sustainable society refers to one where humans carry out their daily lives within the limits of nature's regenerative capacity, keeping resource use to a minimum and further reusing those minimal resources. It represents a society that coexists in a modest manner, humbly accepting that humans reside within the natural environment.
To achieve this, we first create a single model village. This becomes a template, and we provide construction support in various regions. Whether it's Asia, Africa, America, or Europe, the basic needs and characteristics of humans are the same, so the success of one small village serves as proof that success can be achieved in regions around the world.
This project's main flow involves living in Prout Village, broadcasting the positive cycles generated there to the outside world, and spreading the harmony among those who agree with this approach.
The ultimate goal of the project is to construct Prout Villages all over the world, creating a peaceful world in harmony with nature. To achieve this, we increase the number of general citizens who support us, accept requests from municipalities and countries where the number of supporters has increased, and Prout Village supports the construction of these municipalities. When cities and governments are no longer supported by their citizens, they cease to function, and as a result, the country is compelled to change. This is the same for all countries; instead of changing the government, we encourage changes from the citizen side, and Japan, with its technological capabilities, will lead the way in supporting people around the world.
○Three Stages of the Project
In Prout Village, we move the project forward in three major stages until the establishment of the World Federation.
Stage 1: Design (natural material dwellings, 3D printers, daily necessities, etc.) and Operation
Stage 2: Municipality Construction (Domestic and International)
Stage 3: Establishment of the World Federation
Stage 1:
The procedure for designing a municipality is currently as follows:
・We prioritize areas near rivers where water can be drawn when deciding the location of Prout Village.
・We visit the site, decide on the housing layout using satellite images, and plan the number of houses that can be built.
・We determine the location of the multi-purpose facility at the center of the town.
・We decide on the positions of the roads.
・We select a water source and plan the water supply alongside the roads.
・We decide on areas for planting vegetation and bamboo, etc.
・Once the design is finalized, we build the houses with the residents.
・At the same time, we conduct a recommendation election, electing leaders and representatives of the General Affairs Department, Food and Medicine Department, and Manufacturing Department.
・Thus, the operation begins as Prout Village.
・In parallel with these, we also work on the production of daily goods and 3D printers, etc.
Stage 2:
Organizations or individuals who wish to construct a municipality come to the first Prout Village and learn how to build a municipality. Experience classes and accommodations are available for this purpose, which will be charged for the continuity of the project.
In this second stage, we recruit supporters to live in Prout Village, and if they wish, we ask homeless people in Japan to migrate. As of 2019, the number of homeless people in Japan is estimated to be around 4555. One Prout Village can rescue all of Japan's homeless population.
In constructing worldwide, speed becomes important. For this reason, we build Prout Villages as provisional state capitals in each country, and the people of that country carry out the construction in their country. The first Prout Village in Japan serves as a standard for municipal construction in other countries.
Stage 3:
In the final third stage, we establish the World Federation and govern the world. We provide the method of building a self-sufficient society to areas where such a society has not been built, and connect the people of the world in a self-sufficient society. Once most regions of the world have become self-sufficient societies, we will disarm worldwide at the right time.
○Location Conditions for the First Prout Village
There are concerns about a major earthquake along the Nankai Trough, which stretches from Kyushu to around Shizuoka. If this earthquake occurs, the three major cities of Tokyo, Nagoya, and Osaka could be damaged, and all economic activities in Japan could potentially come to a halt. Furthermore, there is also a possibility of flooding up to 5-10km inland due to tsunamis. A characteristic of earthquakes in the Nankai Trough is that they could potentially trigger earthquakes in the active faults connected to it, and there are two active faults from Osaka to Nara where a major earthquake could happen at any moment. At the same time, volcanic eruptions, including Mt. Fuji, are also a real concern, and there are opinions that earthquakes could trigger these eruptions.
Taking these factors into account, the first candidate for the construction of Prout Village is in Okayama Prefecture.
The main reasons are that active faults are concentrated in the northeastern part of the prefecture, reducing the impact of earthquakes, and that it is located inland, eliminating concerns about tsunamis. While there are volcanoes from Kyushu to Hokkaido, there are almost no active volcanoes around Okayama Prefecture. The nearest volcano is Mt. Sanbe in Shimane Prefecture, which is classified as a low-activity Rank C. Furthermore, we select locations that meet the following conditions:
• If there is an abandoned village that can be reused, we use it as is.
• Locations where mountain water that can be drunk as is, flows.
• Locations where there are resources such as minerals.
• Locations that are easily accessible from the Shinkansen and the airport.

Building a Prout Village can address and solve various social issues. Here are some of the social issues that the project aims to address in more detail.
○About Japan's Decreasing Population and Low Birthrate Problem
Population decline is a problem in rural areas of Japan, while population concentration is a problem in cities like Tokyo and Osaka. As we live in a money-based society, people naturally gather where there is work. If people gather, promotion and sales can be done efficiently, creating a flow of money and a more profitable situation. As a result, more people gather. Even with the development of the internet, the number of people who can successfully use it to migrate from cities to rural areas and work is limited.
As long as we live in a society that sustains its livelihood with money, such a flow is inevitable. In conclusion, creating a society that does not depend on money is the fundamental solution, and when this happens, the population will start to be evenly distributed everywhere.
Regarding the problem of low birthrate, the decline of Japan's national power is seen as a problem, and it means losing in competition with other countries. While this is a significant problem from Japan's perspective, from the viewpoint of the world population, population explosion is also a problem. In 2022, the population exceeded 8 billion, and it is predicted to exceed 10 billion around 2060, and there is a risk of resource shortage.
A money-based society is a competitive society, and if judged by winning or losing and rivalry, low birthrate and population explosion are problems. However, if we stop this competition and build a completely self-sufficient society worldwide, we will become a society that makes our own food and daily necessities, eliminating the need for competition to grab resources.
○About the Advancement of Artificial Intelligence and Unemployment
There are concerns that artificial intelligence will eventually take over all human jobs, leading to an increase in the number of unemployed people. However, in a society like Prout Village where there is no currency and no jobs, artificial intelligence works to make humans free and easy. Therefore, the main activity for humans becomes playing. In other words, the advancement of artificial intelligence is not a threat in that sense.
○Frequency of Nankai Trough Earthquakes
The Nankai Trough earthquake is divided into the source areas of the Nankai, Tonankai, and Tokai earthquakes, from the west side of Shikoku to Shizuoka Prefecture. This earthquake occurred in a cycle of about 200-260 years from 684 to 1361, but since then it has become a 90-150 year cycle.

100 years after the 1944 Tonankai earthquake is 2044, but the Tokai earthquake, located to its east, has not occurred for over 160 years since 1854, so it is said that it could occur at any time. This could trigger earthquakes in the Nankai and Tonankai areas as well. Japan is a country where a major earthquake occurs in a 100-year cycle, and many other earthquakes occur in between, bringing tsunamis. We must build cities on this premise. If we build a country where economic activities and population are concentrated in cities like Tokyo and Osaka, there is a risk that economic activities will be paralyzed by a major earthquake that comes about once every 100 years. We can't eliminate natural disasters, but Prout Village is a system where we don't build cities, keep disaster damage to a minimum, and can quickly recover. The same applies worldwide, with the premise that no cities are built within 10km inland from coasts where there is a risk of tsunamis.
○The Path to Ending War
In 2021, there were about 48,000 gun-related deaths in the United States, and only one in Japan. The population of the United States was about 2.7 times that of Japan. If there are weapons, conflicts will inevitably occur. This is the same at the national level. If a country has bombs and fighter planes, war will inevitably ensue. The deterrence of military power, such as nuclear weapons, is a temporary relief. In the medium to long term, tensions continue to rise, equipment is reinforced accordingly, and eventually, something triggers a war. The timing for disarmament comes when Prout Village is established in all countries around the world, and all weapons are simultaneously disposed of in the electric furnaces of the municipalities.
In a monetary society, soldiers who work in the military earn their wages there. But in Prout Village, there's no need to earn a living, so there's no need to work in the military. Even if a dictator appears, if there is no army, there is no organization to protect them. Without an army, a dictator is nothing more than a powerless individual.
The military is often thought of as an entity that protects their citizens from threats from other countries. However, the military can also be used to forcefully suppress demonstrations and people who oppose their own government. The more the leader of a country is a dictator, the more the military intended to protect the country can be used to attack its own citizens.
Furthermore, as a human characteristic, the ego is always looking for someone to attack and incessantly seeks more and more material things. If a person with a strong ego becomes the president or prime minister, they will want to expand their territory more and more. They will use weapons and resort to underhanded tactics to attack others. Even if the surrounding countries arm themselves and enhance their military capabilities, they will shake things up from various angles to create opportunities for invasion. As long as the leaders of each country have strong egos, there will be no end to invasions and wars. From the perspective of neighboring countries, a situation of peace and security will never be permanent. The only way to build a peaceful society is to choose leaders worldwide who are as free from ego as possible. This needs to be understood by everyone around the world, and they need to elect such individuals as leaders. Otherwise, a fundamentally peaceful society will not be born.
Most residents of countries at war do not want the war, and Prout Village can be their destination for relocation. It can also be a destination for accepting refugees and immigrants. In this way, the number of people involved in poverty, conflicts, and wars in various places gradually decreases. People living in peacetime countries will also migrate to Prout Village, increasing the number of people who understand how to build peaceful societies worldwide and have more leisure time. Then the atmosphere of society will start to change in a positive direction. In the end, only dictators and politicians clinging to power will remain, and they will be surrounded by Prout Village. But there is no power in a ruler who has lost his soldiers. Then, we encourage these national leaders to migrate to Prout Village and resolve the situation peacefully through non-violence.
○Eliminating Poverty, Slums, and Orphans Worldwide
A slum is an overcrowded area where the extremely poor live in urban areas, and most major cities around the world have slums. Slums are characterized by overflowing garbage, high unemployment rates, and poverty, which tend to lead to high rates of crime, drug addiction, alcoholism, suicide, and human trafficking. The reason for the existence of these impoverished groups is their low income. The solution is to establish a Prout Village in their area. In a monetary society, this problem cannot be solved, and poverty exists precisely because of the monetary society. This is because a monetary society is a competitive society of winners and losers; where there are gainers, there are losers.
Also, for orphans born from parental abandonment or abuse, Prout Village will solicit accepting families or raise them as a whole municipality. As Prout Village does not require living expenses, people from young to old can accept orphans without worrying about living expenses. Conversely, in a monetary society, there is a limit to citizens' income, reducing the number of families that can accept them.
Eliminating poverty also means eliminating food shortages and hunger. According to a report jointly published by organizations such as UNICEF, in 2021, about 2.3 billion people (29.3% of the world's population) were experiencing moderate to severe food insecurity.
○About Basic Income and Cryptocurrency
There are various discussions about money and human existence. For example, there is the idea of a basic income, which unconditionally pays around $880 (as of 2023 exchange rates, 100,000 yen) per month to all citizens, and cryptocurrencies, which carry out all monetary transactions online. Both have their good and bad points.
The conclusion for these two approaches is that "they can be expected to have effects in certain areas, but they are not the solution to all social issues." Basic income might rescue the homeless, but it cannot eliminate environmental destruction. Likewise, cryptocurrencies do not solve the problem of waste. These two methodologies stay within the framework of money, so the problems do not disappear.
○Regarding Uncontacted Tribes
It is estimated that there are over 100 tribes living a primitive lifestyle around the world, such as the uncontacted tribes residing in the tropical rainforests of the Amazon in South America. The premise is not to impose Prout Villages on these people. In other words, no contact or interference, just maintaining the status quo. There may be an opportunity to introduce Prout Villages at some point, and if they wish, we will build a municipality.
○Collecting Garbage Floating in the Ocean
In the seas around the world, including the Pacific, Atlantic, and Indian Oceans, various types of garbage, such as plastic bottles and plastic bags, are floating and are referred to as "garbage belts." Plastic waste is transformed into fragments and particles called microplastics due to the effects of ocean waves and ultraviolet rays. This plastic waste is discarded as garbage in various countries, including Japan, and the non-degradable plastic drifts in the ocean such as the Pacific Ocean, which becomes fine plastic waste and is eaten by fish along with plankton, and those fish are eaten by humans. In some countries, this plastic is also mixed in table salt.
Microplastics have also been found in the air in Japan, China, and France. In Shinjuku, Tokyo, 5.2 were detected from one cubic meter of air.
The method to collect the vast amount of garbage floating in the sea was invented by Boyan Slat. Most of the plastic waste floats on the surface of the water, so the waste brought by the ocean current is collected with a rod-shaped "buoy." The trash naturally gathers in the center of the V-shape. This does not use a net, so it does not harm marine life.
In a monetary society, such large amounts of plastic waste are constantly flowing into the ocean. The solution is to spread Prout Villages, where there is no money, in parallel with this "ocean garbage collection project" and to eliminate the manufacture of plastic by companies. However, citizens work for these companies and earn wages, so if citizens do not leave the monetary society, the problem will not fundamentally disappear.
The collected plastic bottles and other plastics are decomposed by bacteria. This bacterium is named "Ideonella sakaiensis 201-F6 strain," which was found in a recycling factory in Sakai City, Osaka Prefecture. It is said to decompose PET with a thickness of 0.2 mm into carbon dioxide and water in about a month. If Prout Villages spread and no new plastic waste is produced, it can be decomposed and reduced to zero worldwide, even if it takes time.
○Regarding Climate Change, Global Warming, and Sea Level Rise
Building Prout Villages means restoring the Earth's natural environment as much as possible to its original state. Various factors are considered for global climate change, but the parts of human-induced adverse effects, such as car exhaust gases and deforestation, are resolved by building Prout Villages.
Also, along with climate change, the ice in the Antarctic and the Arctic is melting due to global warming, and sea level rise is occurring, and it is feared that small islands in various places will sink into the sea. Prout Villages can also be a destination for people living on these islands.
Furthermore, even if environmental destruction is reduced to almost zero by building Prout Villages all over the world, and the sea level rise does not stop, the cause will be due to the activities of the Earth and the universe. If so, all that humans can do is to move their place of residence to the inland.
○Need for a Global Standard for Village Operations
The issues of Japan's declining population, war, climate change, poverty, and garbage problems cannot be solved by considering solving them in Japan alone. All of these are connected to other countries, and the only solution is to act simultaneously around the world. For this, a standard that people of all countries must commonly protect is necessary, and the content of Prout Villages that we have seen so far summarizes that basis. The specific action that Prout Villages will promote to people from now on is "migration to Prout Villages", which is the simplest and most influential, and leads to the solution of all social problems.
