○Rules for Housing Placement in Flat and Complex Terrains
If possible, a circle of 4km (Flower of Life) is arranged, but the terrain can be complex in mountainous areas. Even in such cases, a multipurpose facility is first built in the center and residences are arranged as circularly as possible. If it's a narrow place where only one house can be built, residences might be lined up in a straight line. In that case too, a minimum distance of 4m is maintained between houses.
○A multi-purpose facility is first built in the center of the autonomous body (see right diagram).
○In accordance with the terrain, circles of 4km, 1333m, 444m, 148m, 49m (6 residences), 16m (1 residence) are arranged in sequence to fill the gaps (see right diagram).
○No residences are built along the river. Past flood data are examined, and construction is carried out tens of meters away from the riverbank (The left diagram might indicate that the river and residences are too close).
○Considering the risk of landslides and slope failures, construction is carried out at a distance beyond the predicted reach of sediment (The left diagram might indicate that the distance between the slope and residences is too close).
○Assume that when heavy rainfall continues for two days, a narrow place sandwiched between the slopes of a mountain will be hit by a muddy stream (The left diagram indicates a high risk if there is a river on the slope of the mountain).
○Regarding Landslides and Slope Failures
Given that Prout Villages in Japan will often be located in mountainous areas, we must consider the construction locations of houses and roads with potential landslides in mind. Landslides, cliff collapses, and soil erosion are also known as slope failures. These are prone to occur due to heavy rain and earthquakes. Therefore, fields susceptible to slope failure effects should be established at the foot of mountains, while roads and residences should be built at a safe distance from slopes.
Areas susceptible to slope failure due to heavy rain include those where the slope's incline is over 30 degrees, places where the incline suddenly becomes steeper midway up a slope that's over 5m high, concave (valley-type) slopes, and slopes with a large, gently inclined area above. The last two points are terrain conditions where a large amount of water tends to gather.
Predicting when and where a landslide will occur is difficult. However, when a collapse does occur, the distance from the edge of the cliff to the tip of the sediment is generally within the same range as the height of the cliff. However, if there is an incline to the ground, it can reach even further. There's not much lateral spread of the sediment.
○Agricultural Land
Food cultivation within Prout Villages is done through natural farming methods. Crops that require frequent harvesting, such as fruits, are grown near residences. Crops that are harvested once or twice a year, like rice, are grown on larger plots of land a little further away, and in some cases, outside the Prout Village. In such cases, the range of use is determined through discussions with neighboring municipalities. It is desirable to grow staple foods like rice, which take a long time to mature, in locations unaffected by slope failure. Vertical hydroponic cultivation of crops is also carried out at home, ensuring a stable and planned growth of vegetables and other plants.
○Power Facilities
In Prout Village, electrical wires, communication cables, access points, and water mains are buried alongside roads. Each home's internet and telephone services connect through WiFi or access points. Natural energy produced at various points throughout the municipality is gathered through the roadside electrical wires to residences and municipal administration rooms (ICT, electricity, and water management). Municipalities are interconnected, creating a global network linking power facilities worldwide. Regions with insufficient electricity receive surplus power from areas with adequate resources. This way, the municipality itself becomes a significant power station.
○Tap Water
In Prout Village, there is no sewage flowing into the rivers, improving the water quality. The water drawn from the river's intake tower is managed for its quality at the control room (ICT, electricity, water) of the administration building, and then sent to households. Sewerage and sewage treatment plants are unnecessary, and wastewater is returned to farmland. Furthermore, the water pipes used do not contain substances like lead and do not rust.
To draw clean water, the local water source environment is strictly managed, and water is drawn as close as possible to the point where it springs. As a result, people can drink water that is rich in minerals.
For municipalities without a nearby river, the first priority is to supply water through a pipe from the nearest municipality. If this is not possible, the municipality will relocate to a place where water can be supplied.
In cases where water sources cannot be secured, such as on islands, water is supplied by connecting to a water source in another area via a submarine water pipe. However, for islands where a submarine water pipe cannot be built, an underground dam is considered. An underground dam is a facility that blocks the flow of groundwater by creating a wall in the ground that does not allow water to pass through, and it is already used in various countries including Japan.
○Public Works
Public works are planned and designed by the manufacturing department, and once the plan is consolidated, it must be approved by the head of the department. Next, the manufacturing department informs the head of the location where construction is needed. For instance, if it is a large-scale construction, it might be the third head who is informed. The third head, in consultation with the manufacturing department, decides how to allocate the work among the residents of that area and implements it. If the construction area is narrow but requires a large number of people, the surrounding town assemblies are also informed to assist.
The daily work hours should be kept as short as possible, between 1 to 4 hours, and it is better to operate on a shift system. Additionally, if some residents participate frequently and others have low participation rates, dissatisfaction may gradually accumulate among the proactive participants, leading to potential disputes. Therefore, the participants' working hours are recorded, and care is taken to ensure as fair a distribution of working hours as possible.
At Prout Village, the absence of poverty due to material abundance reduces the necessity of locking doors, leading to decreased crime rates. However, the initial decision to install locks is left to the residents' discretion.
During relocation, household belongings can be left behind for the next occupants to use. With the municipality's approval, anyone, including children, can live wherever and with whomever they choose.
For any renovations or new constructions, residents must approach the manufacturing department. This department, favoring a circular layout, determines the location within the area. Fences or barriers delineating building boundaries are not erected during housing construction, maintaining an open environment.
The design of the village ensures accessibility for wheelchair users, minimizing obstacles that require assistance. Steps are replaced with long slopes or equipped with elevators to accommodate those in need of help.
The positioning of roads, mountain paths, and buildings within the municipality prioritizes the needs of nature over humans. Therefore, the manufacturing department takes the lead in designing their locations, ensuring that large trees remain untouched. Along ground-level roads, efforts are made to minimize the creation of signals, road signs, fences, barriers, or guardrails, prioritizing nature. However, a road wide enough for large vehicles, like those used for disaster relief, to pass through is maintained until the neighboring municipality.
As a fundamental principle in road construction, blind spots like those at intersections are avoided. Consequently, the creation of municipalities with buildings at four corners is avoided from the outset. Additionally, there's an attempt to segregate pedestrian, bicycle, and vehicle roads as much as possible.
In areas like open fields where cars do not traverse, no paths are created, allowing people to freely choose their walking routes. With society free of litter, walking barefoot is feasible everywhere. As night falls, the lights in residences and along roads illuminate, designed as artistic lighting to enhance the nighttime scenery. However, lights in places that do not influence the visual improvement are equipped with sensors, turning on only when there's movement, while the rest of the time, they remain dark, allowing stars to be visible.
Concrete embankments along rivers are avoided as much as possible to maintain the natural landscape. Thus, the basic principle is to refrain from constructing buildings in areas prone to river overflow during heavy rainfall. By adhering to these common rules, only essential buildings and roads exist on the ground, leaving space for nature and wildlife to flourish.
○Ships
When constructing a port, priority is given to creating it in a natural harbor, where conditions have already been prepared by nature.
○Recommended Elections
In a monetary society, leaders with strong ambitions to create financial gains or new developments may be suited for advancing businesses or science. However, this ambition isn't the most necessary trait for leaders in a Prout Village; unlike a monetary society, there's no need to forcibly develop society. Life in a Prout Village is mostly self-sufficient, and society can function without residents having to work strenuously. Hence, societal development only happens when everyone can benefit from it and it does not destroy the natural environment. It's necessary to choose leaders who can make these decisions, as they can help construct a peaceful and stable society. Such individuals need to be the representatives of municipalities and states, but in the electoral system of a monetary society, people of integrity often do not come forward.
Monetary society's electoral system, where popularity, financial power, and factions are important, has significant issues. One is that voters must choose from limited information. Many people can only judge candidates based on minimal information from TV, videos, newspapers, or street speeches. If active scenes and smiles of a candidate are frequently broadcasted on TV, the impression on voters improves, but that's only a glimpse of their political activities. Hence, voters end up voting without fully understanding the candidate's character.
To resolve these issues and elect people of integrity, a recommendation election is held within the municipality by the residents. The elected municipal leader, after passing through stages, participates in the prefectural assembly where prefectural leaders gather. The prefectural leader is also elected through a recommendation election in the prefectural assembly, and this person participates in the national assembly where leaders of other prefectures gather. Among the prefectural leaders gathered in the national assembly, a national leader participating in the continental assembly of the six continents is selected by recommendation. Finally, the world federation president is chosen from among the six continents.
From the municipality to the world federation, recommendation elections are conducted under the following rules.
・Always choose a sincere person.
・Firstly, select someone who is sincere and capable of achieving results from among those who are.
・The recommended individuals should be alternately selected from N group (women, lesbians, transgender, X-gender) and S group (men, gays, transgender, X-gender).
・Individuals who are questioning their own gender identity, non-binary, X-gender who identify themselves as the third gender, and transgender individuals whose physical and mental genders do not match, decide for themselves whether to register in the N group or S group. They can balance the decision based on the gender ratio in the municipality, and the reason for their choice is free.
・The leader and deputy leader should be a combination of the N group and S group, alternating their roles.
・If the leader is dismissed or retires, the deputy leader of the same organization becomes the leader. After that, a leader or deputy leader from the higher organization moves to the lower organization. Any vacancies in the higher organization are filled in the same way. In this process as well, individuals from the N and S groups should be selected alternately.
・The final decision-making authority in each organization is held by the leader. In the leader's absence, the deputy leader holds it.
・If the leader or deputy leader is long-term absent due to injury, pregnancy, etc., a temporary substitute is appointed. After their return, they can reclaim their position if it's vacant.
・The basic principle is that both the leader and deputy leader should participate in the World Federation, State Assembly, National Assembly, Prefectural Assembly, and Town Assembly.
・The leaders and deputy leaders of general affairs, medical care, and manufacturing require specialized knowledge, so individuals with high evaluations in sincerity and ability in the municipality are sought and requested. Therefore, this is discussed in the town assembly, and the leader has the authority to make a request.
・Residents have the right to recommend one person, and each leader has the right to recommend in their own organization and in two town assemblies.
・The right to recommend is given to all residents, with the condition that they have lived there for more than a year.
・Unless there is a special reason, the municipality must always listen to the recommendations of all residents aged 10 and above.
The flow of the recommendation election in the municipality is as follows. Since a Prout Village is composed of six residences from five layers of circles, town assemblies are organized from the fifth to the first, and a leader and deputy leader are appointed for each town assembly. All town assembly discussions are announced in advance so that anyone can observe.

① Circle with a diameter of 4km - 1st Town Assembly
(The entire Prout Village will have one 1st Assembly Leader. The 1st Assembly is composed of the 1st Assembly Leader, Deputy 1st Assembly Leader, 2nd Assembly Leaders, and Deputy 2nd Assembly Leaders.)
From among the 14 members of the 2nd Assembly in the 1st Town Assembly, two will become the 1st Assembly Leader and Deputy Leader of Prout Village. The next 1st Assembly Leader is automatically chosen from the Deputy 1st Assembly Leaders. However, the Deputy 1st Assembly Leader is elected by vote among the 2nd Assembly Leaders and Deputies, and representatives of other layers are selected in the same way. Leaders or Deputy Leaders from higher organizations will join lower organizations. Then, within the 2nd Town Assembly that produced the 1st Assembly Leader or Deputy, a new Leader or Deputy is chosen to join the 1st Town Assembly.
Recommendation elections start from the 5th Town Assembly, where the residents of each of the six homes in the circle recommend one person. When a leader for a lower organization emerges, a new leader is chosen for the higher organization. This continues all the way up to the President of the World Federation, who is alternately chosen from groups N and S.
The reason for alternately choosing Leaders from Groups N and S is because throughout human history, men have been dominant. Without this system, there's a higher likelihood that men would be recommended more often. However, if we further subdivide the groups, the probability of recommending sincere people decreases and the complexity of the system increases. Therefore, we strive to keep the system as simple as possible.
Once a year, on Election Day, if the Leader and Deputy are re-elected, they will maintain their positions. If they are not re-elected, a new Leader will be chosen from the remaining members of the organization. Then, a new Leader will be sent from the town assembly one level higher than the town assembly where the dismissed Leader originated. This higher town assembly will then elect a new Leader.
When it's necessary to choose a new Leader during the annual vote, priority is given to filling the position from the 1st Town Assembly. This prevents new Leaders or Deputies from skipping a level to join a lower town assembly. Also, with this method, there may be people who never experience being a Leader and continuously participate in a lower organization as Deputy. However, to become a Deputy, they first need to be recommended by the same-level town assembly, and with the annual recommendation election, if someone is clearly incompetent or greedy, they will be dismissed within a year.
This system not only prevents residents from becoming indifferent to the recommendation election and Leaders, but also makes it easy to replace a Leader if they prove to be unsuitable. If a Leader is not re-elected, they will lose their position and can participate from the 5th Town Assembly if they are recommended again. This promotes a healthy cycle of generational change.
If residents encounter a problem in their neighborhood, they can consult with the 5th Leaders or Deputy 5th Leaders of the 5th Town Assembly. If necessary, the 5th Leader can gather the neighboring residents and seek a resolution through dialogue. If the problem remains unsolved, they can go to the 4th Leader of the next lower layer, treating the issue as a larger problem to be resolved through dialogue. In this way, issues are resolved through dialogue when they arise, and each Leader gains experience in a small organization to grow into the role of a 1st Leader. In this situation, when faced with a problem without a clear answer, the true capabilities of the Leader and Deputy Leader become apparent.
The right to make recommendations starts at 10 years old, and unless there is a special reason, the municipality always listens to the recommenders of all residents. At 10 years old, both boys and girls are entering the phase of secondary growth, and their minds and bodies visibly begin to change from children to adults. They also start to have clear intentions. Additionally, children have periods of dependence on their parents and periods of independence after birth, and this milestone is easily remembered at 10 years old.
The right to recommend is given to all residents, but the condition is that they must have lived there for more than a year. The reason for this is to avoid having new residents, who have just moved in and have not met many of the residents of the 5th Town Assembly, making uninformed recommendations.
○Prefecture, Country, Six Continents, World Federation Recommendation Elections
The gathering of the 1st Leader and Deputy 1st Leader of the municipality is the Prefectural Assembly. Within the Prefectural Assembly, the Prefectural Leader and Deputy Prefectural Leader are recommended based on the criteria of "sincerity" and "capability to deliver results." Once the Prefectural Leader and Deputy Prefectural Leader are selected, new 1st Leaders and Deputy 1st Leaders are elected. Additionally, the heads and deputy heads of the three operating organizations (General Affairs, Health and Food, and Manufacturing) discuss within the Prefectural Assembly, and the Prefectural Leader has the authority to make appointments.In 2000, there were 47 prefectures in Japan, resulting in 47 Prefectural Leaders and Deputy Prefectural Leaders. These 94 individuals are expected to serve as leaders for several years to several decades. From among these 94 individuals, the Prefectural Assembly holds a recommendation election for the National Leader and Deputy National Leader of Japan, who then participate in the World Federation. The Prefectural Assembly that produced the National Leader and Deputy National Leader also elects new Prefectural Leaders and Deputy Prefectural Leaders.
Next, let's discuss the recommendation elections for the Six Continents and the World Federation. As of 2000, there were approximately 200 countries in the world. This means that there are 200 National Leaders and Deputy National Leaders. The number of countries varies by continent, and when conducting recommendation elections within each continent, there is a possibility that the recommenders will recommend National Leaders who are culturally closer to themselves. Consequently, continents with a larger number of countries are more likely to produce Presidents and heads of operating organizations within the World Federation. It is also important to note that at this stage, the National Leaders and Deputy National Leaders have been selected from millions to tens of millions of individuals, making them sincere individuals with proven capabilities. Therefore, all National Leaders and Deputy National Leaders participate in the World Federation.
First, within their respective continents, the National Leaders hold recommendation elections to determine the Governors and Deputy Governors, who then participate in the operating organizations of the World Federation. The Six Continents refer to ①Oceania, ②Asia, ③Europe, ④Africa, ⑤North America, and ⑥South America. Antarctica is excluded as it is not inhabited permanently by humans.
In other words, 12 Governors and Deputy Governors, two from each of the Six Continents, participate in the operating organizations of the World Federation. Subsequently, recommendation elections are held within the operating organizations of the World Federation to determine the President and Vice President. Whenever a President, Vice President, or Governors from the Six Continents are elected, a new National Leader is chosen. The alternating selection between N-group and S-group continues at this stage as well.
At the current stage, the World Federation's operating organizations are General Affairs, Health and Food, and Manufacturing. The number of these organizations may increase in the future, but if the World Federation were to begin in this form, the heads and deputy heads of General Affairs, Health and Food, and Manufacturing, like the municipalities and Prefectural Assemblies, would be decided through discussions among sincere and capable individuals within the World Federation. Ultimately, the President has the authority to make appointments. If necessary, other National Leaders and Deputy National Leaders also participate in supporting the World Federation's operating organizations.
For example, if an individual from the N-group in Oceania is serving as the President of the World Federation and passes away, the Vice President from the S-group at that time would become the next President. Then, a recommendation election would be held to select a new Vice President from the N-group among the Governors and Deputy Governors of the World Federation. If the newly elected Vice President is, for instance, a Governor from North America, a new recommendation election would be conducted in North America to determine the individual who would participate in the National Assembly. Through this cascading process and the alternating selection between the N-group and S-group, the composition of Governors and Deputy Governors responsible for operating the World Federation gradually changes over time.
In this way, from the 5 Village Assemblies to the World Federation, the structure of governance and the mechanism of recommendation elections remain the same. Currently, individuals who become President go through a total of nine stages of recommendation elections: Village Assemblies 5, 4, 3, 2, and 1, Prefectural Assembly, National Assembly, State Assembly, and the World Federation.
