In this situation, when faced with a problem without a clear answer, the true capabilities of the Leader and Deputy Leader become apparent.
The right to make recommendations starts at 10 years old, and unless there is a special reason, the municipality always listens to the recommenders of all residents. At 10 years old, both boys and girls are entering the phase of secondary growth, and their minds and bodies visibly begin to change from children to adults. They also start to have clear intentions.
