In other words, 12 Governors and Deputy Governors, two from each of the Six Continents, participate in the operating organizations of the World Federation. Subsequently, recommendation elections are held within the operating organizations of the World Federation to determine the President and Vice President. Whenever a President, Vice President, or Governors from the Six Continents are elected, a new National Leader is chosen. The alternating selection between N-group and S-group continues at this stage as well.
At the current stage, the World Federation's operating organizations are General Affairs, Health and Food, and Manufacturing. The number of these organizations may increase in the future, but if the World Federation were to begin in this form, the heads and deputy heads of General Affairs, Health and Food, and Manufacturing, like the municipalities and Prefectural Assemblies, would be decided through discussions among sincere and capable individuals within the World Federation. Ultimately, the President has the authority to make appointments. If necessary, other National Leaders and Deputy National Leaders also participate in supporting the World Federation's operating organizations.
For example, if an individual from the N-group in Oceania is serving as the President of the World Federation and passes away, the Vice President from the S-group at that time would become the next President. Then, a recommendation election would be held to select a new Vice President from the N-group among the Governors and Deputy Governors of the World Federation. If the newly elected Vice President is, for instance, a Governor from North America, a new recommendation election would be conducted in North America to determine the individual who would participate in the National Assembly. Through this cascading process and the alternating selection between the N-group and S-group, the composition of Governors and Deputy Governors responsible for operating the World Federation gradually changes over time.
In this way, from the 5 Village Assemblies to the World Federation, the structure of governance and the mechanism of recommendation elections remain the same. Currently, individuals who become President go through a total of nine stages of recommendation elections: Village Assemblies 5, 4, 3, 2, and 1, Prefectural Assembly, National Assembly, State Assembly, and the World Federation.
