Rescue and recovery during disasters

The coronavirus that spread around the world in 2020 required people to stay home in order to prevent infection. As a result, both companies and individuals were plagued with money-related problems. At Prout Village, we grow food in and around our home, so we don't have to worry about food, and we don't have to pay rent, so we can stay home until the vaccine is available and there are no more infected people. We can also secure beds for the infected, for example, since we usually do not build houses 10km inland from the sea, we can temporarily build a plout village and houses there. Masks and other necessities can be made with the help of 3D printers in each Prout Village, so there will be no shortage of supplies. As for the problem of students lagging behind in their studies, Prout Village does not have a curriculum, academic background, or a concept of employment, and students are expected to learn how to study and proceed independently. Therefore, there is no concept of lagging behind in one's studies.


In the event of an outbreak of an infectious disease for which there is no vaccine, the first step is to seal off the municipality where the outbreak occurred and surrounding municipalities as soon as possible. In some cases, the movement of people between municipalities will be prohibited nationwide. Then, all residents in the municipality will be tested. Those who test positive will be moved to temporary quarantine dwellings in Plout Village, which will be built on vacant land, to receive treatment. If a large portion of the municipality is infected, the municipality itself will be quarantined and those who are not infected will be moved to another municipality. When all the people in a municipality are found to be negative, they are free to move again.


If we look back at the history of infectious diseases on a century-by-century basis, we see that they have been occurring since ancient times and will continue to do so in the future. Therefore, it is better to have a dispersed population so that testing can be done quickly and separately. If a large number of people are concentrated like in a city, there will not be enough doctors and equipment, causing a medical collapse.


Also, no matter which type of natural disaster occurs, such as earthquakes, volcanic eruptions, landslides, typhoons, tornadoes, torrential rains, heavy snowfalls, floods, and tsunamis, the basic response measures are the same. The impact of natural disasters is limited in scope, and the surrounding municipalities that are not affected by the disaster will accept the victims as evacuation centers.


When a disaster strikes, the first thing the victims need is a place to live, toilets, and food, so the local government and residents of the surrounding area provide them with accommodations, homes, and food. Next, the general affairs department of the local government will compile a list of the evacuees and share it online with the surrounding local governments so that they can confirm the safety of the evacuees.


The medical and food departments of the surrounding municipalities will take the lead in the rescue and relief activities in the affected areas, but depending on the situation, helicopters may be necessary, so if there is an airport nearby, they can be used to reach the area, or if there is no airport, such facilities should be prepared in advance. In the event of a natural disaster, local residents should be prepared to participate in rescue operations with cranes and excavators, both in terms of equipment and operation techniques. For this reason, the local residents will conduct disaster drills to familiarize themselves with the operations. This will also be done at the same time on the day of the nomination election. Basically, this procedure will be used to rescue the victims.


The next step in the reconstruction process is to simply create the conditions that existed before the destruction, and the residents of the surrounding areas will take the lead in this process. In a monetary society, one of the major problems in rebuilding is the financial aspect, which slows down the rebuilding process because of the question of whether the reconstruction will be economically viable. However, in Prout Village, where there is no money, such problems do not occur, and reconstruction can be done quickly with local resources, 3D printers, and residents.


Once the town is completed, the residents will return. However, if you look at the history of natural disasters such as earthquakes, volcanic eruptions, and floods over hundreds of years, you will find that similar disasters have occurred in similar places. In other words, when rebuilding, if it is predicted that a disaster of the same scale will eventually occur, there will be a need to avoid building a city in the same place. We need to carefully consider the history of the region and think about the generations of our descendants before we build a city.
