In a monetary society, a leader who is highly motivated to create money and new things is better suited to develop business and science. However, the leaders of Prout Village do not have the greatest need for such motivation, and unlike monetary societies, there is no need to force the society to develop. Since most of the inhabitants live in Prout Village and do not have to work hard to make a living, the society can only develop if everyone can benefit from it and the natural environment is not destroyed. People who can make this choice need to be chosen as leaders, so that we can build a peaceful and stable society. These people need to be the representatives of the local government and the state, but in the electoral system of a monetary society, personalities rarely come to the fore.


There is a major problem with the electoral system in a monetary society, where name recognition, financial power, and verbal promises prevail. Voters have to choose someone from a limited amount of information, and most people can only judge a person from a small amount of information on TV, videos, newspapers, and street speeches. If all that is shown on TV is the candidate's active appearance and smiling face, the impression to the voters will be good, but that is only the appearance during political activities. In other words, the voters do not know who they are voting for, but they vote for them.


In order to solve this problem and to elect a person of character, a nomination election should be held by the residents of the municipality. Then, the head of the municipality who is elected through this process participates in the prefectural assembly where all the heads in the prefecture gather. In the same way, the prefectural assembly elects the head of the prefecture by nomination, who then participates in the provincial assembly where the heads of the provinces (countries) gather. From among the prefectural chiefs who gather in the Provincial Assembly, the chief of the province who participates in the World Federation is selected by recommendation.


From the local government to the World Federation, the nomination election is conducted by the following rules.


・Always choose honest people.

・The head and deputy head of each organization should be a combination of men and women.

・Each organization should be run by about equal number of men and women.

・The head of each organization has the right to make the final decision. In the absence of the head, the deputy head will take over.

・When the head or deputy head is out of office for a long time due to injury or pregnancy, a temporary substitute should be appointed.

・From the local government to the World Federation, the head of each department should be a man and a woman in turn. If a man is the first chief or president this time, the deputy first chief or vice president will be a woman, and that woman will become the next first chief or president.

・If the male head is dismissed or retires, the female deputy head of the same organization becomes the head. If the male head of the organization is dismissed or retires, the female deputy head of the organization becomes the head. ・Vacancies in the higher organization are filled in the same way.

・If the head or deputy head is replaced within one year, the same gender should be chosen for one year in any organization.

・The head and deputy head of general affairs, medical, food, manufacturing, and design should also be chosen from among the heads of the World Federation, state assembly, county assembly, and one town council. In such a case, ask for their preferred jurisdiction and hold nomination elections only for those jurisdictions with overlapping preferences.In such cases, the head and deputy head should participate in the World Federation, state assembly, county assembly, and town assembly together.

・Each resident has the right to nominate one person, and each chief has the right to nominate two people: the organization in charge and the five town councils.

・All residents have the right to nominate someone, but they must have lived there for at least one year.

・The local government always asks for nominees from all residents over the age of 10.
