Two temples, Toji and Saiji, were planned to be built on the east and west sides of Rajomon, the main gate of Heiankyo. Kukai (Kobo Daishi) is said to have been given Toji Temple by Emperor Saga, and this is the dojo for Shingon Esoteric Buddhism.

The golden ratio vortex pattern can also be seen in the statue of Yakushi Nyorai enshrined in the Kondo. This statue of Yakushi Nyorai is said to have been made by the Buddhist priest Yasumasa in 1603.

The Kondo was burnt down once in 1486, and it is said that Yasumasa rebuilt it.

In the auditorium of Toji, there are 21 statues called three-dimensional mandalas. The auditorium is said to have been completed by Kukai in 839, and was also burnt down once in 1486.
