Legislation establishes the rules for global operation. However, it is better to have no rules, and the more rules there are, the more difficult it becomes for the residents to grasp and the more careless they become. Based on this premise, the proposed rules in the legislation are approved by all the presidents, vice presidents, heads, and vice heads of the governing bodies of the World Federation. Since the heads of the governing bodies represent the six major states, it is assumed that they have heard all the opinions of the heads of the states on each continent before participating.


Also, requests from the heads of the states for amendments to the rules or changes in personnel selection are first brought to the heads and deputy heads of the continental representatives, and then a similar meeting is held in the World Federation.


Then, nomination election will be held once a year in the World Federation. The President and Vice-President will be voted by the heads and deputy heads of the governing bodies. The heads and vice heads of the governing bodies are voted by the heads and vice heads of the continents.
